Strenghtning of Van Panchayants
Van Panchayats are traditional community-based forest management institutions that play an important role in the protection, conservation and sustainable management of forests in Uttarakhand. They represent a unique system of participatory forest management, where local communities collectively take responsibility for the management and protection of forest resources.
The Van Panchayat system has its roots in the hill areas of present-day Uttarakhand and was formally recognised through the Van Panchayat Rules, 1931. The system was developed to provide local communities with a role in managing forests that are closely connected with their livelihoods and daily requirements, including fuelwood, fodder, grazing and other forest produce.
A Van Panchayat is generally constituted by members of a village or group of villages, who collectively manage the forest area assigned to them. The Forest Department provides technical guidance, supervision and support, while the local community plays an important role in the protection and day-to-day management of the forest.
Van Panchayats undertake and support various activities such as forest protection, regeneration of degraded forests, plantation, prevention and control of forest fires, regulation of grazing, soil and moisture conservation, biodiversity protection and sustainable utilisation of forest resources. Their involvement also helps in incorporating traditional knowledge and local experience into forest management.
The relationship between Van Panchayats and the Forest Department is based on cooperation and shared responsibility. While the Forest Department provides technical expertise and institutional support, Van Panchayats facilitate active participation of local communities in forest conservation and management.
CAMPA also plays an important role in strengthening Van Panchayats in Uttarakhand. Through CAMPA-supported activities, efforts are made to enhance the capacity of Van Panchayats and improve their role in forest protection, regeneration, plantation, fire prevention, soil and moisture conservation and other forest management activities. Such support helps strengthen community participation and encourages local communities to take greater responsibility for the protection and sustainable management of forests.
In the mountainous regions of Uttarakhand, where communities have a close dependence on forests, Van Panchayats serve as an important link between local communities, the Forest Department and conservation programmes such as CAMPA. Strengthening these institutions contributes to sustainable forest management, ecological conservation, biodiversity protection and the livelihood security of forest-dependent communities.
Thus, Van Panchayats remain an important pillar of community participation in forest management in Uttarakhand, while CAMPA support further strengthens their capacity to contribute effectively to the conservation and sustainable management of the State's forest resources.
